- 1. Prefer the owner. Utility tariffs, ratebooks, program terms, federal guidance, and laboratory documentation outrank summaries and search snippets.
- 2. Record scope and time. The entry names the effective period, version, affected routes, and the date the page was checked.
- 3. Fail closed. If a material number cannot be reconciled to a current direct source, it is removed, made a user input, or the route is retired.
